Director of Policy and Programs
Michael S. Hinson Jr. DPA (ABD) is the Founder and former Executive Director of The COLOURS Organization, Inc., a Philadelphia based non-profit social service organization by and for sexual and gender minority people of color. He is also the Co-founder of Philadelphia Black Gay Pride, Inc.
As an appointee of Philadelphia Mayor John F. Street, Michael served as an Assistant Managing Director for the City of Philadelphia and the Mayor’s Liaison to the Lesbian, Gay, Bisexual and Transgender Communities from January 2001 to February 2008. In this capacity, he served as a Public Policy Advisor to the Mayor, the Managing Director and the Commissioners of the various operating departments of the City of Philadelphia with a focus on child welfare, homelessness, education, health, human services, public safety and was responsible for the City’s LGBT policies and programs development.
He currently serves as the Director of Policy and Programs for the Center for Black Equity (CBE) where he directs the organization’s public policy focuses and manages CBE programming including its five year partnership with the Centers for Disease Control, Act Against AIDS Leadership Initiative (AAALI) a collaboration consisting of twenty national civil rights and civic organization who have joined together to fight HIV in communities of color.
Michael also currently serves as an Adjunct Faculty Member at Cheyney University of Pennsylvania in the Department of Social and Behavioral Sciences, Master of Public Administration Program. He teaches Professional Communications, Intergovernmental Relations and the Politics of State and Local Government. Established in 1837, Cheyney University of Pennsylvania cherishes its legacy as America’s first institution for higher learning for African Americans.
Michael is a High Honors graduate of Community College of Philadelphia’s Legal Studies Program and a Summa Cum Laude Graduate of Peirce College with a Bachelor of Science in Legal Studies. He holds a Master of Public Administration from Cheyney University of Pennsylvania, with a concentration in Nonprofit Management and graduated with a 4.0 GPA. He is completed his course work in the Doctor of Public Administration program at Capella University in 2013 and is currently conducting research on Comprehensive Sex Education, Minority Communities and Political Will.
